I think emotionally for as long as the relationship is going well Hervey tops while making Fritz of Wales believe he, FoW, is in charge. If they did get physical, otoh, I think Hervey lets FoW top at first (to reassure him he's in charge) and then let him figure out that he actually wants to bottom and be taken care of.
As you know, this exact dynamic is my opinion on what would have worked for Fritz/Fredersdorf, with the caveat that with the class differences and FW looming, I'm not sure they ever took that step, and I think Fritz may have been left craving emotional (and physical?) topping. But I could well be wrong!
At any rate, I can *totally* see this for Hervey and Fritz of Wales, and think that it had a much better chance of playing out exactly like this. Which, alas, doesn't mean it was nearly as successful as Fritz/Fredersdorf, where I suspect Fredersdorf's caution actually helped.
No data on Fox beyond what you've presented here, but that sounds reasonable!
That Hervey, while being enchanted with Algarotti and fiercely competitive about him for a while with Lady Mary, did not actually do so might be due to class difference (Algarotti not yet being enobled by Fritz) or because he knew it would keep him having the upper hand because Algarotti still had incentive to keep trying. (Until Fritz of Prussia became King, of course.)
